The Parish Pastoral Council

The Parish Pastoral Council is a representative body within a Catholic parish that assists the pastor in guiding the parish’s mission. According to the Code of Canon Law (Canon 536), a parish may establish a pastoral council at the discretion of the diocesan bishop, with the purpose of fostering pastoral activity under the pastor’s leadership. The council’s role is consultative, meaning it provides advice and recommendations, but the pastor retains final decision-making authority, as he is ultimately responsible for the parish’s governance.

The primary purposes of a Parish Council include:

  • Fostering Communion: Promoting unity and collaboration among parishioners, clergy, and ministries to build a vibrant faith community.
  • Pastoral Planning: Identifying the spiritual, educational, and social needs of the parish and developing strategies to address them.
  • Supporting Evangelization: Encouraging outreach, catechesis, and mission-oriented activities to spread the Gospel.
  • Advising on Parish Life: Offering insights on liturgy, faith formation, community service, and administrative matters.

The council operates in the spirit of synodality—a term emphasized by Pope Francis—encouraging shared responsibility and dialogue among the People of God while respecting the hierarchical structure of the Church.
